If a Spectral character gives someone in the dreamscape one of their feathers, could they have it on their person upon waking?

While the dreamscape is 'real' in the sense that emotions can be shared through it (to the point where even imprints have the potential to form should the characters connect well enough), it is not a physical space. Material tokens can't be passed between characters; any apparent acquisition exists within the dream alone. While a Spectral character might feel a greater ease in navigating these spaces, and be more at home there, they would still be unable to leave other dreamers with physical goods.

(Though a character who attempted to give something they had on them- such as a feather- might find that they had plucked it out during the night. It would still remain with their person, however.)
