Alright, thank you so much! He wouldn't like it, but would go along with it if it gets him the equipment and facilities he needs. (As for the Patho-Gen observing him, absolutely fine, he has no issues proving that he's a great doctor lmao.)

He will treat locals, too, since again the doctor's oath means treating whoever comes to you needing help... as for the issue of the blindness, uh. So tl;dr in canon he cures a bunch of people who are paralysed waist down by basically cutting and pasting so their lower bodies are the bodies of animals and thus functional. Is this very ethical for the animals? Absolutely not! But technically, he has the capability of essentially removing people's eyes and replacing them with animal eyes that would leave those people able to see. (And then on the flip side, per one person able to see there would be an animal without eyes. Oops.)

I think he wouldn't offer to do this to everyone, but he would ask the blinded doctors if this is something they'd want to try — mostly so that the doctor shortage wouldn't lead to something even worse in the city. Would it work, or perhaps more importantly, would anyone even agree to trying it?

What a fascinating ability... there's no reason why it wouldn't work. Most of the staff (largely the still-seeing part) is horrified at the concept. Giving humans the eyes of animals? It repulses them. (Does this also mean they hold the Augmented- with many of them having grown more and worse than a few eyes- in similar contempt? Well... they would try to avoid that subject.)

However. There's a few with less compunctions- who just want to see, to continue their life's work, who consider themselves to be doctors most of all. So Law could find someone who would be willing to take an animal's transplanted eyes. And when it works... others will follow suit. Not everyone is willing, and this is an option that is going to be kept largely to the clinicians. Moreover, anyone who does elect to ask this service of Law will wish for it to remain as discreet as possible, even approaching him in secret. There's likely to be some sort of stigma attached to having an animal's eyes, and they're afraid of being judged.

(The source of the eyes? It's largely from livestock. The few farms around the city are a little more disturbing now.)
