What happens if your character goes rummaging through a few bags that aren't theirs, since uh. Finding theirs via label on the bag is an issue for them.

They can. Absolutely do this. Patho-Gen won't stop people from grabbing the wrong bag. Not their circus, not their monkeys. You could certainly make a prompt here saying "he's reaching into YOUR BAG what does he FIND" or indicate that he's grabbed a bag with another character's name on it!
