Would the limbs affected by his powers just remain inert? That's really up to you, how you would prefer to play with it- whether the physical presentations change or remain exactly how he's used to.

So if you would prefer him to temporarily lose the ability to use those extra limbs, he certainly could- or, he could maintain that sort of 'baseline' ability. Keep those arms under control....
