Nice! It sounds like they have a lot more accommodations than he's used to. It might be a bit overwhelming at first but he will be grateful for it in the long run. Harang's canon is loosely based on medieval Korea and he was able to read by feeling raised characters embroidered on fabric, so he doesn't know braille. Would the universal translation bridge the gap between the two and allow him to understand the braille of this world? The universal translation would allow him to understand the braille of this world! (And as a continued general note, this wouldn't impart fluency in braille for someone who didn't have their own version as a starting point (same with sign language, or complete illiteracy).) But yes, he should be able to read the local variant without issue!
