It's one of those gray areas, but for the most part, no! A Karterian would do the same thing at, say, a craft fair or during Salvation Day. It starts to become a "problem" in the Government's eyes when they start turning significant enough profit that they want to collect taxes on it... But nobody wants to enforce that kind of thing in RP. Generally speaking, if it's a main source of income for a character, they may require a business license but might not require a venue for that business, if that makes sense. You can follow your heart on this one. License or no, let them do art...
