Aw... How sweet. Surprisingly, it's not the act of touching foreheads that does the trick in the end. It's the conversation and bonding that happens beforehand, plus the addition of physical touch. If your character knows the other person and feels immediately attached to them, and the feeling is mutual, touching foreheads can heal! It'll be even more effective the more they chat with each other. But if they're total strangers touchin' foreheads, they might need a little bit of build-up before it helps at all.
