So... hypothetically... if a character wanted to establish some sort of makeshift training grounds for the Augmented in abandoned areas like the Karteria outskirts, would this be allowed? It would strictly be for hand-to-hand/CQC type stuff, not Goku blasting his way through buildings or anything. More like a way for folks to get familiar with fighting in general to better master their NatSouls in a rougher setting.

Oh, yes, that would be completely fine! Patho-Gen wouldn't do anything to try to stop it- as it sounds like a great way for the Augmented to get a handle on things/learn how to properly defend themselves without risking property damage.
