Apologies for bothering you mods, but I'm having trouble deciding between two shifted forms, and was wondering if it would be possible for the character in question to choose between them (like say a bird-deer or a deer-bird) at will, with restrictions, naturally! Would this be doable, or is a shifted form set?

As long as the Shifted forms aren't <i>too</i> drastically different from one another (switching between a leopard/snake and a bear/alligator kind of wild change), it would be okay to have 'multiple' versions! Particularly with hybrid souls, with one version of the Shift emphasizing the deer part, and the other emphasizing the bird part... something like that is just fine.
